Richard “John” Darche, Principal
Rick is a Principal with John Lyle & Associates. Rick has 18+years of experience processing permits in the City of Chicago specializing in new construction submittals and also supervising national retail rollout submittals. He also served as a construction superintendent with Town & Country Homes from 2006-2008. Rick graduated from Bradley University with a degree in construction engineering and is a licensed realtor.
Alexander “Lyle” Westa, Principal
Alex is a Principal with John Lyle & Associates. He has over 20+years experience processing thousands of building permit submittals, and a myriad of different ancillary approvals. Prior to permit expediting, he worked as a general contractor with Professional Design Builders Inc. in Batavia Illinois, specializing in suburban home construction & remodeling. Alex served on the committee to revise the Chicago Certificate of Occupancy requirements, and also represented the expediting industry before the City of Chicago Building Committee to advocate expediter licensing. Alex served in the Illinois Air-National Guard and is a veteran of the First Gulf War. Alex graduated from the Western Illinois University with a degree in construction management.
Scott Hill, Code Consultant, AIA associate, ICC Accessibility Inspector/Plans Examiner
Scott is a Code Consultant with John Lyle & Associates. He brings with him years of industry experience in architecture and construction management, beginning his career with Matocha Associates where he had the unique opportunity to design and build a commercial project. Scott also supported operations for Integrated Construction Group. Most recently, he worked as a project manager for the general contractor, J-Mac Associates, building projects for such clients as University of Chicago and Alcatel-Lucent. Scott remains actively engaged within the industry as an Associate Member of the American Institute of Architects (AIA), member of the International Code Council (ICC) and as a Certified Project Manager for the State of Illinois Capital Development Board (CDB). Additionally, Scott served four years in the US Marine Corps, with an end rank of Sergeant E-4, and earned his Bachelor of Architecture with honors from Illinois Institute of Technology.
Lorena Garcia, Project Manager
Lorena is a Project Manager with John Lyle & Associates. She has over 12 years of permit expediting experience in Chicago and possesses strong familiarity with all submittal programs. She is especially well versed in online submittals via the Hanson system. Lorna is also a subject matter expert on Public Way submittals. Alex Westa is impressed with her regulatory acumen and states, “her strong focus and problem solving skills, coupled with her enthusiastic personality make her an extremely valuable member of our team.”
Philip Rohan, Project Manager
As a Project Manager with John Lyle & Associates, Philip supports small to medium projects for tenant build-outs and new/retail construction. Drawing upon experience as an entrepreneur, Philip understands the needs of owners/developers throughout the full project life-cycle. He leverages proven expertise in supporting permitting needs, interacting with City Inspectors as a former Journeyman Sprinkler Fitter. His broad knowledge includes assisting clients in financial matters with Omni Financial, negotiating regulatory matter with the IRS. Additionally, Phil is skilled in managing complex client engagements as a value-added reseller of enterprise solutions for GE Access. Philip earned his degree from Arizona State University.
